CSA Submits Draft ‘Civil Service Commission Act’ to House of Representatives

Monrovia, Liberia: The Civil Service Agency of Liberia has presented to the Legislature a draft Act seeking to establish the ‘Civil Service Commission’ of Liberia.

The act is in line with Article 89 of the 1986 Constitution, which provides for the creation of autonomous public commissions in Liberia.

Submitted on Monday, 11th August, 2025, by the Director General of the Civil Service Agency (CSA), Josiah Joekai, the proposed legislation was accompanied by a letter from President Boakai,  requesting that August body to pass on it in the interest of the Country.

In his submission to the Speaker of the 55th Legislature, President Boakai stated:
“In fulfillment of Article 89 of the 1986 Constitution of the Republic of Liberia, I am pleased to submit for legislative enactment ‘An Act to Establish the Civil Service Commission.’ This legislation seeks to repeal the pre-1986 Civil Service Agency and create an independent and autonomous body empowered to regulate, supervise, and promote standards within the Liberian Civil Service and the broader public sector.”

The proposed Commission will ensure fair access to employment and career advancement, improve working conditions for civil servants, and promote transparency and professionalism in public service.

President Boakai furthered, the passing of the instrument, will also formalize civil servants as a distinct category through structured systems for their development, protection, and grievance resolution.

“The enactment of this legislation is a critical step in modernizing and optimizing Civil Service operations, and will contribute significantly to the ARREST Agenda—focused on administrative reform, transparency, and service delivery”, says Boakai- Liberia’s chief executive.

In response, as he received the draft Act, House Speaker Richard Koon thanked Director General Joekai and team for the level of work achieved so far – while committing his leadership to fast-tracking the Legislative action in October upon the return of the Legislature.

“Because we know the civil servants are the foundation of government. Mainly, they need to be well taken care of as well”. So I want to say thank you so much, Mr. Director. I can assure you that I will convey this to my colleagues in our leadership meeting a few minutes from now”.

According to the Press Bureau of the House of Representatives, the draft Act will now be forwarded to the relevant committees of the House for scrutiny and subsequent action.
