Sylvester M. Grigsby, Trusted Advisor to Two Presidents, Is Dead

Sylvester M. Grigsby, Minister of State for Presidential Affairs to President Joseph Nyuma Boakai, a veteran diplomat, seasoned statesman, and lifelong public servant, passed away suddenly on August 9, 2025, in Houston TX, (USA) — barely two months shy of his 75th birthday. His death marks the end of more than four decades of distinguished service to Liberia, at home and abroad.

In a statement issued hours after his passing, President Boakai expressed “profound shock and deep sorrow” over the loss of his longtime friend and closest adviser.

“Minister Grigsby was a trusted friend, an astute statesman, and a pillar of integrity in public service,” the President said. “His counsel, experience, and steadfast dedication to the duties of his office will be sorely missed by me personally and by the entire Government.”

The President described Grigsby’s death as an “immeasurable loss” to both his administration and the nation, praising his decades of dedication, exceptional leadership, and unwavering commitment to the advancement of Liberia. He extended condolences to the Grigsby family, the Ministry of State staff, and all Liberians who had the privilege of working with or knowing him.

Born on October 15, 1950, Sylvester M. Grigsby began a career in public service that would span multiple administrations and political eras. A proud son of Sinoe County, Grigsby graduated from the College of West Africa, Monrovia, where his friendship with Joseph Boakai began more than sixty years ago. 

Grigsby rose through Liberia’s diplomatic corps to serve in senior foreign service posts.

He held key positions including Deputy Minister of International Cooperation and Deputy Minister of Foreign Affairs, and served as Minister of Foreign Affairs under President Ellen Johnson Sirleaf. As Liberia’s Ambassador to Belgium and the Benelux countries, he strengthened ties with European partners and advanced Liberia’s international profile. His diplomatic acumen was also tapped during the Interim Government of National Unity under President Amos Sawyer.

Grigsby was twice appointed Minister of State for Presidential Affairs — first by President Sirleaf and later by President Boakai — making him one of the most experienced hands in Liberian governance. Known for his meticulous work ethic, often starting at 8 a.m. and leaving after 11 p.m., he was regarded as a “prolific speech writer” and a master at “humanizing power.”

During his most recent tenure, he played a central role in launching the Boakai administration’s ARREST agenda (Agriculture, Roads, Rule of Law, Education, Sanitation, Tourism). He was instrumental in setting up the War and Economic Crimes Court within the administration’s first 110 days and spearheaded the audit of the previous government to recover state assets and promote transparency.

Throughout his life, Grigsby was widely respected for his humility, professionalism, and incorruptibility. He shunned political theatrics and instead focused on policy, governance, and strengthening state institutions. Colleagues and observers alike described him as an “old wise hand” in Liberian politics — a man whose personal integrity matched his professional competence.

Hon. Sylvester M. Grigsby leaves behind a legacy of principled leadership, loyal service, and quiet but profound influence on Liberia’s political history. His passing leaves a void in the Executive Mansion and in the hearts of those who knew him, worked with him, and relied on his counsel.

Funeral arrangements will be announced by the family in consultation with the Government of Liberia.
